Empowering teacher is needed to apply freedom of learning. Teachers have to develop their capacity. The writer joint classroom research' workshop which held by SEAMEO. He learnt how to compose proposal classroom research starts from composing background, references and methodology.  One thing is very nice  the writer has chosen by the best participants.
